Town of Manlius Solar Array Permitting and Design

What Was the Challenge?

The Town of Manlius owns a 32-acre closed municipal solid waste landfill, which limits its potential for development or recreational use. The town was looking to derive beneficial use from the site and identified a community solar development as a means to offset ongoing maintenance costs at the facility. Developing the project posed unique challenges, including maintaining the integrity of the landfill cap and complying with regulatory requirements for a change of use approval.

How Did Barton & Loguidice Provide a Solution?

B&L prepared an Engineering Report and modified the Post Closure Maintenance Plan, which was submitted to the NYSDEC to secure change-of-use approval for the site. To ensure the landfill cap remained undisturbed, the team designed an innovative solution that included cast-in-place concrete ballasted solar racking, perimeter fencing, and cable tray racking. B&L also developed detailed construction drawings for the 4.35 MW (AC) solar array, including site work and electrical design, ensuring the project met all technical and environmental requirements.

Why Was This Project a Success?

The solar array was constructed during the summer and fall of 2023 and successfully commissioned in early 2024. The project transforms an otherwise unusable landfill site into a productive renewable energy resource, providing residents with access to solar power through a subscription service. Additionally, the lease agreement with Abundant Solar Power generates long-term, consistent revenue for the Town of Manlius. This project demonstrates how innovative design, and thoughtful engineering can deliver sustainable solutions, maximizing value for the community while maintaining environmental integrity.
