Franklin County Landfill Liner System Expansion
What Was the Challenge?
The County of Franklin Solid Waste Management Facility required additional disposal capacity to continue serving residents of two northern New York counties and surrounding communities. To meet long-term solid waste needs, the Authority needed to construct an 8.7-acre double composite liner system expansion, an effort requiring careful coordination, significant capital investment, and high-quality construction to ensure environmental protection and regulatory compliance.
How did Barton & Loguidice Provide a Solution?
B&L supported the Authority in delivering a cost-effective and efficiently executed liner system expansion. Through thoughtful engineering design, proactive material procurement, and long-term financial planning, the Authority and project partners were able to construct the nearly $10 million expansion without borrowing funds. The project moved forward with strong coordination among contractors, regulators, engineers, and Authority staff, ensuring high performance of the liner system and smooth progress in the field.
