MSE Berm Wall Construction Phase Services

What Was the Challenge?

The Town of Manchester was looking for a way to extend the lifespan of the Town’s landfill in a cost efficient manner.  To achieve this, the Town decided to construct a large-scale Mechanically Stabilized Earth (MSE) berm wall at its landfill to allow for additional capacity as well as support ongoing operations and site improvements. This project required intricate design, permitting, construction oversight, as well as multiple site modifications, including swale relocations, stormwater chute installation, and access road construction. Ensuring compliance, quality control, and stakeholder coordination throughout construction was critical for project success.

How Did Barton & Loguidice Provide a Solution?

Barton & Loguidice first brought the concept of an MSE berm wall to the Town and worked with the Town throughout the conceptual design and cost estimate development phase to allow the Town to determine the financial viability of the potential project.  Once the Town decided to move forward, provided landfill services to the Town of Manchester to design, permit, and then oversee the construction of the MSE berm wall. The wall, approximately 35 feet tall and 900 feet long, incorporates over 65,000 cubic yards of geosynthetic reinforced soil. The project’s scope included relocating perimeter swales, installing a stormwater chute structure, designing access roads, and performing other associated improvements. Throughout construction, B&L provided detailed inspection and administrative services, including shop drawing approvals, layout staking, contractor coordination, daily inspections, materials testing, and processing payment and change requests.

Why Was This Project a Success?

B&L’s extensive landfill expertise, comprehensive oversight, and commitment to quality ensured the project’s smooth execution. By combining precise design and effective permitting with diligent construction management, B&L helped the Town of Manchester achieve critical landfill infrastructure improvements that extend the landfill’s life, enhance site operations, manage stormwater effectively, and support long-term environmental compliance.
