Elizabeth Street “Dig Once” Reconstruction
What Was the Challenge?
Elizabeth Street in the Village of Ellicottville suffered from persistent surface water ponding, substantial pavement failure, poorly defined on-street parking, and non-ADA-compliant sidewalks and ramps. These issues not only affected traffic flow and pedestrian safety, but collectively degraded the street’s functionality and neighborhood character. At the same time, the Village and Town of Ellicottville were constructing a major joint water main replacement project beneath the entire length of Elizabeth Street. The community needed a way to complete both critical infrastructure projects without causing prolonged inconvenience, unnecessary or redundant costs.
How Did Barton & Loguidice Provide a Solution?
Barton & Loguidice provided full engineering design and construction phase services for the full-depth reconstruction of 3,300 feet of Elizabeth Street. The design realigned intersections, replaced outdated sidewalks and ramps with ADA-compliant ones, added well-delineated on-street parking, and installed modern stormwater conveyance and treatment infrastructure.
B&L helped implement a strategic “dig once” approach that allowed the roadwork and water upgrades to proceed simultaneously, minimizing construction time and saving both engineering and construction costs. B&L also developed a stormwater design which included specialized water quality treatment units to meet regulatory requirements for the addition of impermeable surfaces.
Why Was This Project a Success?
By leveraging shared services and government efficiencies already in place between the Village and Town of Ellicottville, and coordinating with funding agencies and a single local General Contractor to efficiently combine the roadway and stormwater improvements, Barton & Loguidice helped the Village save both time and money while significantly improving infrastructure. The project resolved long-standing drainage and pavement issues and created safer, more accessible routes for vehicles and pedestrians. The upgrades enhance daily life for residents, support visitors and local commerce, and set a new standard for cost-effective, community-focused municipal projects.
