Former Clinton County Airport Redevelopment
What was the Challenge?
The former Clinton County Airport site held over 450 acres of land near Plattsburgh, NY. The site required significant redevelopment to transform it into a hub for industrial and manufacturing expansion. The project demanded extensive infrastructure improvements and strategic planning to make the site attractive to businesses while ensuring future expansion capabilities and efficient traffic flow.
How did Barton & Loguidice provide a solution?
Barton & Loguidice partnered with Clinton County to redevelop the site, delivering comprehensive services from site surveying to construction inspection and grant administration. The project included constructing a 2,500-foot roadway featuring a roundabout and shared-use paths to optimize traffic flow and accessibility. B&L also designed and implemented critical infrastructure, including water, sewer, stormwater management systems, and underground electrical utilities. This infrastructure now supports six shovel-ready lots totaling 145 acres, with provisions for future expansion to increase developable land. Additionally, B&L helped secure $4.5 million in state and federal funding to support the redevelopment project – $3 million in funding from the inaugural FAST-NY grant program and $1.5 million in funding from the US Economic Development Administration.

The redevelopment of the former Clinton County Airport successfully transformed the site into a thriving hub for industrial and manufacturing growth. B&L helped facilitate communication and understanding between project partners including Clinton County, Town of Plattsburgh, City of Plattsburgh, Northern Borders Regional Commission, NYS Empire State Development, and the US Economic Development Administration which was critical in bringing this project to reality. The infrastructure enhancements and strategic planning enabled the creation of shovel-ready lots, paving the way for economic development in the region. By securing state and federal funding and delivering a comprehensive suite of services, B&L ensured the project was not only functional and future-ready but also a valuable asset for Clinton County. The project exemplifies a forward-thinking approach to community and economic revitalization.
