Lycoming Landfill Staged Capping
What Was the Challenge?
Lycoming County Resource Management Services (LCRMS) oversees a complex, countywide solid waste system that includes a regional landfill, landfill gas–to–energy facility, materials recovery facility (MRF), transfer station, and public drop-off centers. As waste generation, regulatory requirements, facility conditions, and long-term operational needs continue to evolve, LCRMS requires a comprehensive, forward-looking approach to system planning and major capital investment. The County needed strategic master planning, regulatory support, and engineering expertise to assess future capacity needs, identify system improvements, maintain compliance, manage landfill gas production, modernize aging infrastructure, and ensure that its facilities remain efficient, resilient, and financially sustainable.
How did Barton & Loguidice Provide a Solution?
Since 2019, B&L has partnered with LCRMS to deliver solid waste planning, engineering, permitting, and operational support services across all major facilities. B&L has provided continuous engineering and construction oversight for major facility improvements. This work includes the design of a 22-acre landfill closure, construction management for new double-lined disposal cells, installation of force mains and utility conduits, upgrades to leachate and gas management systems, and facility renovations at the MRF and transfer station. Extensive landfill gas (LFG) field services, ranging from performance evaluations to the design and installation of new vertical and horizontal wells, dewatering pumps, headers, and knockouts, have strengthened gas collection efficiency and improved energy-recovery performance.
Why Was This Project a Success?
B&L’s strategic planning and engineering services have equipped LCRMS with a clear roadmap for future solid waste system development while also addressing immediate operational challenges. Engineering improvements across the landfill and supporting utilities have optimized airspace and drainage, modernized aging equipment, improved LFG recovery and energy-generation performance, and ensured continued environmental compliance.
Together, these efforts provide Lycoming County with an adaptable, well-coordinated solid waste management system capable of serving residents, businesses, and regional partners for decades to come.
