Village of Turin Water Infrastructure Improvements
What Was the Challenge?
An evaluation of its 200-foot water storage tank led the Village of Turin to take a more comprehensive look at their water system. A life cycle cost analysis revealed that repainting the existing tank would be more expensive over time than constructing a new, glass-fused-to-steel ground storage tank on an adjacent hillside. Through collaboration with Village leadership, additional community priorities were identified that extended beyond the tank itself, including replacing deteriorating water mains, expanding service to new areas within the Town of Turin, and installing modern water meters. These findings shifted the project from a short-term maintenance effort to a long-term investment.
How did Barton & Loguidice Provide a Solution?
A new glass‑fused‑to‑steel ground storage tank replaced the aging tank. The design requires significantly less maintenance over its service life, reducing both long‑term costs and environmental impacts associated with repeated repainting cycles. The unique location of the water tank, adjacent to a ski slope, required a new road to be built up to the new tank, including a new electrical service. 6,000 feet of water main was replaced, 9,000 feet of new main was installed, and 20 new services were created within the Town and Village. Online monitoring was implemented with the new water meters, allowing possible leaks to be detected immediately.

This long-term approach ensured that the Village’s investment addressed both immediate needs and community goals by safeguarding water quality, improving service reliability, and extending municipal water access to more residents. By combining technical necessities with financial strategy, the Village was able to transform limited resources into a comprehensive infrastructure upgrade. The project delivered exceptional value to the community while setting a high standard for future improvements.
