Greene County Residential Drop-Off Facility Improvements
What Was the Challenge?
Greene County’s 25-year-old residential drop-off facility at their Catskill Transfer Station was outdated and not user-friendly for residents. It was out in the open with poor signage and traffic congestion. The County needed to modernize the residential drop-off area to improve operational efficiency and safety, expand the facility footprint, and incorporate best management practices. A thoughtful redesign was needed to support recycling operations, enhance public access, and prepare the facility for long-term service.
How did Barton & Loguidice Provide a Solution?
B&L completed two schematic layout alternatives and then prepared full design development, contract drawings, and technical specifications for the selected concept. The project includes a redesigned residential drop-off area featuring a dedicated public recycling drop-off, covered recycling area, staff monitoring trailer, and a storage building.
B&L also prepared complete contract documents covering demolition of the existing structures and construction of the new facility, including bidding requirements, bid forms, prevailing wage schedules, and detailed specifications for both general construction and electrical construction lump-sum contracts.

The modernized Catskill Residential Drop-Off Center enhances operational efficiency, improves public access and convenience, and brings the facility into full regulatory compliance. By expanding the building footprint and incorporating modern best practices, Greene County now has a more functional, safer, and future-ready residential drop-off area that will effectively serve residents for years to come.
