Barton & Loguidice Welcomes Michael E. Zurlo as Municipal Services Consultant

Barton & Loguidice, a multi-disciplinary consulting firm that provides technical solutions to public and private clients throughout the Northeast and Mid-Atlantic, announced today that Michael E. Zurlo has joined the firm as a Municipal Services Consultant, bringing more than three decades of public‐sector leadership, legislative experience, and intergovernmental expertise to the firm.
Zurlo most recently served as County Administrator for Clinton County, N.Y., where for 22 years he was the chief administrative officer responsible for day-to-day operations across 25 departments and up to 900 employees. In that role, he oversaw a $216 million annual budget, coordinated countywide initiatives, led major capital projects, and served as the county’s liaison to state and federal officials.
His extensive public service background also includes work as Deputy County Administrator and more than a decade in the New York State Senate, where he served as Legislative Director, Nominations Secretary for the Senate Finance Committee, and Legislative Assistant. He holds a Master of Public Administration in Public Management from the Nelson A. Rockefeller College of Public Affairs and Policy, as well as a Bachelor of Arts in Political Science from Siena University.

Zurlo previously served on the National Association of Counties (NACo) Board of Directors and the New York State Association of Counties (NYSAC) Board of Directors, including as NYSAC President from 2023-2024. He has held numerous other regional and statewide leadership roles throughout his career.
