Barton & Loguidice Welcomes Jeffrey Smith as Project Manager in Transportation Department

August 14, 2025

Barton & Loguidice, a multi-disciplinary consulting firm that provides technical solutions to public and private clients throughout the Northeast and Mid-Atlantic, is pleased to announce the hiring of Jeffrey Smith as a project manager in its Transportation Department.

Smith brings over 30 years of experience in managing municipal transportation departments, from project management, to planning and budgeting, he has a distinguished career in public service. Most recently, he served as highway director for Tompkins County for more than 10 years. Prior to that, he held highway superintendent roles with several municipalities in New York, including Franklin County and the Village of Malone.

At Barton & Loguidice, Smith will focus on expanding and managing right-of-way services within the transportation group. His responsibilities will include working closely with clients, municipalities and partner consultants to effectively manage property rights and balance project needs, focusing on keeping costs controlled and timelines on track. He will also support the firm’s business development efforts in Western New York and the Southern Tier.

“Barton & Loguidice is well-known in the transportation field for public and private clients in New York, and was looking for an experienced leader to help grow its right-of-way services,” said Matthew Schooley, P.E., transportation practice area director at B&L. “Having Jeffrey, with a long-standing career in municipal highway management, join B&L, we have now elevated our transportation services to our New York clients.”

Smith is a graduate of Paul Smith’s College, where he earned an Associate of Applied Science in surveying. He is a member and past-president of the NYS County Highway Superintendents Association as well as a member of the NYS Town Highway Association.
