Barton & Loguidice Expands Water Treatment Operator Support Services with Addition of Industry Leader Stephen Sanders

September 15, 2025

Barton & Loguidice, a multi-disciplinary consulting firm that provides technical solutions to public and private clients throughout the Northeast and Mid-Atlantic, today announced the expansion of its water treatment operator support services to assist municipalities, utilities, and water resource clients across the region. This expansion is driven by the addition of Stephen D. Sanders, one of New York State’s most respected leaders in training and support of wastewater and drinking water professionals, providing initial certification and pre-certification training, as well as operations advisory services. Sanders will be based out of the firm’s Utica, NY office.

For nearly a decade, Sanders served as Director and Head Instructor of the Environmental Training Center (ETC) at SUNY Morrisville, overseeing all aspects of the state’s largest pre-certification training program. Under his leadership, the ETC registered more than 550 operators and trainees annually, offering courses ranging from short review sessions to 60-hour basic operations classes, as well as training for state regulators. Sanders is a New York State Certified 4A Wastewater Operator, Grade C Drinking Water Operator, and a certified New York State Department of Environmental Conservation trainer.

Before his tenure at Morrisville, Sanders built extensive operational experience, including Supervisor of Operations (Assistant Superintendent) at the Yonkers Joint Wastewater Resource Recovery Facility (90 MGD), the largest plant in Westchester County. Beyond his technical and teaching career, Sanders is deeply engaged in the profession. He has served on numerous boards and committees, including: Water Environment Federation Board of Trustees, WEFTEC Advisory Board, DEI Committee, NYWEA Civil Service Task Force, and Past Governor, New York Section AWWA and Past Chair, AWWA Operators Committee.

“We are proud to welcome Stephen to our team,” said Rich Straut, P.E., Principal and Water Resources Practice Area Director at Barton & Loguidice. “His unmatched expertise in operator certification training and hands-on operational leadership will allow us to expand services that support municipalities, utilities, and environmental facilities across the Northeast. This strengthens our ability to help clients ensure safe, efficient, and sustainable water and wastewater management.”

The expansion of operator training services reflects Barton & Loguidice’s commitment to addressing workforce development challenges in the water sector, providing high-quality training that meets regulatory requirements while advancing environmental protection and public health.
