What was the challenge?
Properties purchased by the Village of Ilion under the Federal Emergency Management Administration (FEMA) Flood Buy-Out Program had suffered significant water damage from Tropical Storm Lee. Through the Buy-Out Program, homeowners were able to sell their properties and relocate to more favorable locations. The flood prone properties were then demolished and the resulting land was reserved for green spaces throughout the community.
B&L conducted pre-demolition asbestos surveys, asbestos removal designs, and project monitoring/bidding services for 33 properties prior to their removal.

Due to the short FEMA schedule, fast and accurate surveys and construction document preparation was critical. The agency required complete site clearance of the property structures within 90 days of property purchase closing. B&L’s ability to quickly staff this project allowed for timely site clearances. In addition, accurate surveys provided minimal delays and cost overruns during construction.
