The NYS Department of State is accepting applications for Local Government Efficiency (LGE) Grants. The goal of the program is to reduce municipal expenses and property taxes by helping municipalities plan and implement projects that have positive impacts on the taxpayers. All LGE projects need to demonstrate new opportunities for financial savings and operational efficiencies. Applicants must also quantify positive sustainable tax impacts expressed in dollars per $1,000 of Full Value and additional potential benefits March 21, 2012.

Eligibility: NYS local government entities. Two or more eligible entities must apply jointly for Local Government Efficiency Grants unless the application is for:1. A city or county charter revision to implement functional consolidations or cooperative agreements that will achieve savings and management improvements; or2. A plan for a sustainable reduction in the growth rate of a local government’s property tax levy if such average annual growth rate for the previous five-year period is 5% or higher.

Funding: Up to $4 million for the 2011-2012 program year.

     

The New York State Department of Environmental Conservation (DEC) is currently accepting applications for Technical Assistance Grants (TAGs). TAGs are tools available to eligible community groups to increase public awareness and understanding of remedial activities taking place at certain contaminated sites in their communities. The grants are intended to help the recipient and the community it represents understand existing environmental data developed about the site, comment on site remedial activities and proposals, and share them with the community. No matching contributions are required on the part of the grant recipient.

Eligibility: Under the TAG program, eligible sites include State Superfund Program and Brownfield Cleanup Program sites that pose a significant threat to public health or the environment. Eligible groups must be non-responsible parties incorporated as not-for-profit corporations under section 501(c)(3) of the Internal Revenue Code. An eligible community group must certify that its membership represents the interest of the community affected by the site, and that its members’ health, economic well-being or enjoyment of the environment is potentially threatened by the site. 

Funding: Up to $50,000 per site.

Brownfield Opportunity Areas (BOA)The State of New York Department of State is soliciting grants on a continuous open enrollment for the Brownfield Opportunity Areas (BOA) Program. This program is designed to help communities to foster redevelopment and return dormant and blighted land into productive and catalytic areas while restoring environmental quality. This program provides municipalities and community-based organizations with resources to address local brownfields providing area-wide brownfield redevelopment planning, access to expert environmental and economic analysis, and environmental site assessment for strategic redevelopment parcels. Grant Program for Counties to Develop or Update Agricultural and Farmland Protection PlansAny county is eligible to submit an application for funding provided that the county has established an agricultural and farmland protection board and either 1) has not already prepared an agricultural and farmland protection plan or 2) has an approved farmland protection plan that was approved by the commissioner no less that one hundred twenty months (10 years) prior to submitting an application for funding under the RFA. Federal Economic Recovery Funding for Energy Efficiency and Renewable Energy ProjectsThere are various programs currently under review by the DOE through NYSERDA (New York State Energy Research and Development Authority). Solid Waste Municipal Landfill Closure & Landfill Gas Management Systems State asistance is available for municipalities with inactive solid waste landfills or landfills that will be inactive within 18 months of application that have eligible closure costs incurred after April 1, 1993. Projects can also include a municipal solid waste landfill gas management system required to meet the new source performance standards or emission guidelines of the USEPA Landfill Gas Rule. State assistance payments will be used for reimbursement of 50 percent of total eligible project costs (90 percent for municipalities with populations less than 3,500) or $2 million, whichever is less. NYSERDA FlexTech ProgramThe FlexTech Program seeks customers interested in receiving cost-shared analysis of energy efficiency technical evaluations, process improvement analysis, peak-load reduction studies, energy procurement analysis, and development of peak-load curtailment plans (PLCPs) of their existing facilities as well as combined heat and power (CHP) and renewable generation feasibility studies for implementation within existing facilities. Clean Water State Revolving Fund/Drinking Water State Revolving FundThe New York State Environmental Facilities Corporation and the Department of Health are accepting applications for the Clean Water State Revolving Fund (CWSRF) and the Drinking Water State Revolving Fund (DWSRF). The CWSRF and DWSRF programs are available to municipalities and certain non-municipal entities in New York State to finance water-quality-related projects. Eric Pond
